i am amazed at the number of vehicles that do not have headlights or taillights. i estimate that less than 25 % of the vehicles have all their lights in functional order.. nobody seems too insterested in enforcing the laws that require vehicles to have lights .. you can happily drive around the city for any length of time during the night with ABSOLUTELY no lights .. i have seen public buses,taxis and rickshaws that do not have a single light plying in the dark .. not a SOUL will complain .. nobody even seems to notice these vehicles.. but i invite you to drive your vehicles with your lights ON during the day .. every second person on the street will remind you that your lights are ON … ” excuse me sir, your lights are ON.” *that includes “the famous hand-signal” *
let us stop and think for a DAMN second .. which is the bigger OFFENCE here ???

It can be accepted at few places where the street lights are bright enough and its advised to turn off the head lights, as it would turns out to be too bright to drive.
True there are few laws pertaining this issue, but who cares in here?[Unless its a money making factor].
